On June 28, 2021, the call for a National Bidding for designing and building the Gran Hospital del Sur was published through the National Public Procurement Directorate (DNCP) portal, –Ad Referendum for budget approval (ID 399277). Being a national bidding, only local companies can participate in the call as bidders, however, foreign companies may participate under the figure of assigned subcontractors.
The Ministry of Public Works and Communications (MOPC) and the Ministry of Public Health and Social Welfare (MSPBS) have signed a Cooperation and Coordination Agreement in order to establish the guidelines that will regulate the relationship between the MOPC and the MSPBS, in order to jointly carry out a Design and Construction Project of a building structure for the Regional Southern Hospital.
The purpose of the contract is to offer a highly complex hospital in the city of Encarnacion (Department of Itapúa) to provide outpatient and hospitalization actions and services, within the scope of basic and particular specialties as well as subspecialties. The hospital will provide critical care services and diagnostic and treatment support services. In addition, spaces equipped for catastrophes episodes or pandemics will be built in the hospital, and an auditorium for activities related to the training of health professionals.
The contract includes a lump sum for the entire package consisting of the Design and Construction of the Gran Hospital del Sur. The Ministry of Public Health and Social Welfare provides an Architectural Medical Program (PMA), which is the minimum requirement to be considered for the development of the executive project. Also, it must be based on the Technical Specifications (EETT) that are part of the specifications and conditions of the call published at the DNCP portal.
The following is some of the relevant information to be considered for this call:
Estimated amount: PYG 286.612.558.838 (about USD 42.500.000).
Advance payment: 15% of the contract amount. 5% will be paid with the Order to Start the contract for the preparation of the Final Design and 10% with the approval of the Final Design and starting the hospital construction works.
Permits for the work: All the necessary permits for the execution of the works, such as municipal and environmental permits, must be obtained by the contractor. The costs associated with said permits will be borne by the contractor, so they must be included in the price of the offer.
