International Public Bid organized by ANDE for the Design, Supply and Installation of a Photovoltaic Solar Plant at Puerto Esperanza (Bahía Negra), amounting around US$ 2,100,000, a turnkey modality under IDB financing.

Loan Agreement No. 4690/OC-PR, signed on April 5, 2019, between the NATIONAL ELECTRICITY ADMINISTRATION and THE INTER-AMERICAN DEVELOPMENT BANK, is approved under Law No. 6492/20, for financing the “REHABILITATION AND MODERNIZATION OF THE ACARAY HYDROELECTRIC PLANT ”

The photovoltaic power plant construction is expected to be implemented for Puerto Esperanza, a community located in Alto Paraguay, 30 kilometers from the town of Bahía Negra, on a turnkey basis, which includes the Engineering, Acquisition, Construction and Startup (EPC&C), including a test or experimental operation period, and training for personnel who will operate the plant. The plant must be designed in such a way that, in normal operation, it would supply the anticipated entire demand only with energy obtained from photovoltaic generation, whether instantaneously or previously generated and stored in batteries. The system to be designed must have a backup generator that allows taking the full load in the event of scheduled or accidental plant shutdowns. The design must also contemplate everything necessary so that the generator, in exceptional and strictly necessary cases, can also be started for the purpose of only charging the batteries and taking part of the load, or the full load by operating in By-Pass mode.

National or foreign companies with vast expertise as contractors, subcontractors or managing contractors in 100% completed EPC&C contracts and works on electrical and/or electromechanical installations in the last 10 years, may apply for the tender.

Also, subcontracting of companies for the construction of civil works, manufacture and assembly of metallic structures, general electrical installations, and others works not related to the engineering or execution of the EPC&C contract, is allowed.

Bidders must consider all direct and indirect costs and all physical and human resources necessary for the total fulfillment of the required services, taking into consideration the scope and nature of the provision (design, manufacture, provision and installation and startup on a turnkey basis), particularities of the site where the installation or works will be carried out, considering the geological, hydrological and meteorological characteristics of the area as well as transport conditions and limitations, among others.

The Offer Delivery Date is scheduled for Friday, December 10, 2021 at the ANDE headquarters.
