BKM | Berkemeyer is a key player in infrastructure in Paraguay. We have advised important foreign groups in the major international public tenders of recent years, both in PPP, turnkey and traditional public works. We have developed a team prepared to advise clients at each stage of the process, from the submission of bids in tenders, EPC, to financing and operation and maintenance. We are the only Firm that has advised a client that was awarded a public-private partnership (PPP) project and we participated in the drafting of the regulatory decree of the APP law of Paraguay. Among the most relevant transactions are infrastructure financings in Paraguay’s flagship projects such as the country’s first and largest turnkey and APP road projects, actively participating in their financing through the structuring of the country’s first international project bonds in history and, in the case of the APP, with hybrid financing and also being the largest private investment in Paraguay. We have also advised on the first two syndicated loans granted by local banks to finance working capital in large road infrastructure projects. The firm also stands out in the development of private initiatives under the APP regime. BKM has become a local benchmark in infrastructure projects granted and/or financed by the private sector through structured financing.
